Advance your expertise in spectrum management with the ITU Spectrum Management Training Programme (SMTP), a high-level learning programme developed by ITU and delivered through its partners. This modular programme covers both theoretical and practical aspects, from basic to advanced levels, catering to regulators, operators, policymakers, and professionals across technical, legal, and economic fields.
The scope of this course will cover an overview of the current traditional approaches to spectrum management and their limitations; new approaches to spectrum management focusing on spectrum authorisation regime to improve efficient and optimum use of the spectrum resources through adoption of advanced spectrum allocation, assignment and management techniques, and modern spectrum licensing management processes based on operational requirements and technical and economic viability. The scope will include mechanisms to promote flexile spectrum use, based on new approaches to managing spectrum commons such as dynamic spectrum access, whitespaces access; licensing structures, the light licensing, authorisations processes, etc.
OBJECTIVES:
Discuss the alternative approaches to spectrum management;
Discuss the current state of implementation and discussion around the work;
Analyse the current utilization of spectrum;
Assess the methods of sharing spectrum and shortcomings of these;
Assess approaches to managing spectrum commons including proposals for future frameworks;
Assess approaches to using opportunistic spectrum access including white spaces and LSA/ASA;
Assess the ideas for future sharing and use of Governmental/Federal spectrum;
Assess the regulatory approaches in the US and UK to whitespace usage;
Assess the database structures and business cases;
Analyse of the existing spectrum management paradigms;
Analyse the spectrum management innovation skills;
Analyse the database regulation skills;
Use of knowledge communicated during the course; and
Critique on future spectrum management.
